    What is a group in movement?

    The group is the units you selected in the OZ otherwise you would be circumventing the rule in 7.5.1 that tells you to not split up the units. Essentially you need multiple strategies to move units to separate places.

    7.3 and 7.4 support the interpretation that a move does not require a card. Note that 7.3 starts by saying you can use a card to do an RA. But 7.4 does not mention using a card to move.
