Brecourt Manor Revised SSR 1

Hello,

We just started the first campaign. On Turn 1 of the Brecourt Manor Mission the germans are so surprised they cannot conduct any operation including op fire. Does this include melee or is it resolved normally in Turn 1?

I,d say they can't initiate a melee but they will defend if they are subject to one
