Hail of Lead Ability

Can the Hail of Lead Ability in Heroes of the Pacific be used as Opportunity Fire? It makes reference to impulse, but not entirely clear unless I am not grokking something. This is since Opp Fire does not constitute an impulse.

This ability references that the unit continues to fire until a DC is missed. So can it really keep firing over and over at the same target hex as long as it gets a DC every time?

Yes. Can be devastating but can also serve to generate heroes. In the scenario where I used it, it was not that effective because of the very high morale of the targetted unit.s Lot of dice roll for almost no effect. Best use could be to target a hero, because it cannnot generate another hero and you will eventually get it.
