Helicopter "Landing Zones"

If a scenario special rule add a "landed" mode, in addition to flying and hovering, (such as in TUS Scenario 3: The Princess And The Dragoon), are there any restrictions to where they can land? I asked because of the 125m Hex size.

I would say that they cannot land in City or woods hexes. Likewise not in river hexes. Other than that ought to be okay (or at least without me looking at the TEC to see if I am missing any terrain type)
