Non vehicular unit hit by ordnance

Up to (and including HotP), there was a +1 apply to the HE equivalent when a hit was scored on a moving non vehicular unit. now it,s no longer in the rulebook. Oversight or rule change?

It was intentionally removed during the V4 rules rewrite, it's not an oversight.
