I'm sure I'm overthinking things but... one you start the game with the claymore attack do roll for initiative for turn one, or is the attack considered to be turn one and you move on to turn two?

Firing the Claymore does not count as OF or an impulse for the activating unit, and does not cause the firing unit to be spotted.

The VC are under a Moved marker(see Order of Battle) so they are "finished". The LRRPs are conducting a Claymore attack then the LRRPs can conduct an impulse.
