DFT +1 moved mod

need some help understanding. The +1 mod for moving or moved marker penalty for target unit for Brush,Low crops,and wheat field is Negated. Why not for buildings and forest or any other terrain exc: open ground? Thanks in advance

The theory on the +1 is that the soldiers are more exposed. In Brush, Low Crops and Wheat, there's no TM but enough terrain to, in effect, negate the exposure. In terrain with a TM, they are already receiving the TM from the terrain.
