Does the HQ move when the unit it's stacked with moves? Can't find in the rules where this is the case.

yes. Page 39.

"Once deployed, HQs may also move with the unit with which they are stacked. (See Movement, 8.0)."

A caveat: Remember, In Command status is determined in the Command Step of the formation impulse, BEFORE all unit actions, so the HQ could NOT provide "extended coverage" across a bigger area of the map by having closer units activate first, then moving in command range of the units that started the turn out of range of the HQ. Their command status was determined before their action. :)
