FWIW, since my post that I could not get CommandOps to work, I have had no less than 2 other games with the same issue in the same manner (i.e. the exe remains there on start up) and it is due (I think) to problems with how Avast works with Win 10 on my PC
I fired up the game today & am also happy to report that all is now good. I too run Avast free edition but did not need to exclude this sim.
I do run Avast in both Win 10 & XP so maybe the switch in OS's did trigger something positive???

Never Win7. I've only mentioned Win 10 64. The problem of the exe's showing as running by simply cold starting was always & only with Win 10 64 that somehow apparently fixed only when rebooting to it after running XP 32. I'll shut up as this is getting too drawn out but I find out tomorrow if...

I can confirm, after return from a total cold start after leaving for half hr., that the 2 exe files again still appeared in task manager so that launch of games in any circumstance is not possible HOWEVER...

Sorry I had to move on yesterday due to real life. I've just now fired up my PC from being totally off for several hours & I do still have the 2 instances of CmdOps.exe running as indicated in the Details tab of task manager, this without my doing a thing:

Arjuna, I find that the 2 instances of CmdOps.exe still list in task manager on restart from shut down PC before I try and start the game. So I haven't tried
It does not get to game resolution screen & there is no dialog at all, but I do notice the little win 10 waiting wheel rotating while on desktop screen.
OK I see that if I go to details screen in task manager there are 2 instances of CmdOps.exe so I was wrong there, sorry.

I installed KOAD then ran the game. It started OK., so I chose a scenario in KOAD at which point I was advised that the scenario required the latest patch. Closed game, ran the updater which downloaded & installed patch. This made game "unreachable" ie not...
I also cannot start after latest patch (win10 64bit. .Net is 4.5) but nothing obvious shows in task manager(no game exe).
First installed KOAD , ran game to try. All OK but advised required latest patch. Everything died after patch install, even after restart.
