    Right, it starts with, 'Any GO unit...', GO stands for 'Good Order'. Per 1.5 there are two morale states: 'Good Order' and 'Shaken', therefore a Shaken unit is not Good Order and would be ineligible under the new rule. That's the way I read it, anyway.
