5.1.31 non-Steam Version

Not sure I'm following all this correctly but is the only way to get 5.1.31 is if you have a Steam install? My non-Steam install is 5.1.28 and Auto Updater says I am up to date but seems not.

For now 5.1.31 is only on steam,just download the core game for free on steam and any modules you already have you can use your steam keys in your lock and load account.
