A Busy Morning Victory Conditions

would like to know if Victory conditions are correct as written, is it 10 tank platoons or ten steps? Only 9 platoons are in set up. What am I missing?

The conditions say"
The Soviets win if they control all hexes of Pokrovka by the end of play or exit at
least 10 tank platoons via the north end of Map 6 by the end of play. Any other result
is a German victory."

In this scenario I count over 22 soviet tank platoons.
