I have read the solo rules but am confused about how to read the cards. How are the AEO cards read. I don't feel the rules are clear enough on explaining. For example, Card 13 Priority 1 has 'Enter Melee', 'Overrun' if Firepower greater than Target PU, 'FIRE'. Is Enter Melee, Overrun and Fire three different commands that you can select or are all three to be executed if there's an adjacent player unit?

Yes, they are 3 different commands. If you cant enter melee (or it makes no sense to do so) then try Overrun .. if you cant do any of these pass down to the next orders on the card

Conversely, does the actions apply to just one unit or all units that meet the criteria?

Since only 1 unit or stack of units can act in an impulse in a 2 player game, it's the same for the AEO.
