Are the onboard Soviet BM-27s as powerful as the off-board ones? Specifically, does a signal shot from a single platoon, rolling 3d6, hitting on 4, apply to the target hex and the six surrounding hexes?

The BM27 is designated as MLRS on the counter, so yes it affects the final FFE hex and the six surrounding hexes.

Unsure what you mean by the off board versions, but if any off board strike is designated as MLRS, it does the same thing.
