Is the Deadly skill useable in Melee?

I can't find anything specific to back this up, but I'd say yes. There's nothing that explicitly says it can't be used either.

Yes, I guess it all depends on the mening you give tot the word "attack" in the skill description

Frum 8.0 - “Attacking”, in the context of this section, means that your unit is making a Melee attack—it has nothing to do with whether you entered the hex.

The only caveat to "attacking" in melée is the one I've quoted. And as both sides have the possibility of attacking and defendind I don't see why the skill can't be used.
