TUS 10.0 Jamming speaks of the owner of the jammed formation rolling in the marker removal phase. If the result is even, to "flip it to its resolving side". My jammed marker has HE Salvo on its reverse. I have all the markers would have come from EG, DoFP, BaB, OpG, TUS, and PiB (I know most of these title came with little or no markers) in a container. I have only been able to put my hands on a single Jammed/HE marker.

Is 10d still valid?

Jeff S over on BGG set me straight as the Jamming rule has evolved and that there is a Jamming Counter that came with TUS that has "Resolving" on the reverse.
