Depends on what you means by known. If by known, you means in LOS, than the answer is no. A hex could be spotted even if it is not in LOS of any enemy unit, just because it is marked with a moved marker, for example. Of course, it won't matter until an enemy unit does have LOS to it.
And a unit in LOS might not be spotted, of course.
So for that rule about shaken units, the spotted/unspotted status of the enemy unit is irrelevant. If there is LOS from the starting hex, then the shaken units cannot move toward the enemy (even if said enemy unit is shaken BTW)
