NSR Spotting (Noville)

I have an American halftrack adjacent to a PZIV (assume its unbuttoned for this question). The NSR is one. If the halftrack moves backwards out of the hex, can the PZIV perform opportunity fire at it or does the very act of moving to a hex farther away from the NSR mean that a spotting roll must be made? The hex into which the movement is going is clear.

The very act of moving result in the half-track being spotted so there is no spotting roll required.
