How do you deploy the eureka? I end the game with a GO leader in L5 in possession of the eureka in status "ready".

You first have to flip the Eureka transmitter to the Ready side in the Rally phase then your leader must spend an impulse stacked with one of the 2 original 1-4-4- units (The Pathfinder Teams). That Pathfinder teams must be unactivated at the beginning of the impulse and in Good Order because, in that impulse, as Chris said, they will activate the Eurake transmitter (and be marked ops complete in the process).
