setup question on scenario "Snakes In The Garden"

Setting up this scenario from LoF #2 for solo play and have question on NVA OOB: lists NVA units as 6x 2-5-4 , 3x RPD , Lt. Khai and 1x 0-5-4.

Should the 0-5-4 be a 2-5-4 instead? Not finding any NVA/VC 0-5-4 counter.

Jeff post on CSW to delete the 0-5-4 NVA unit. A mistake.
