Technical Issues while updating

Hi everyone

During one of the last updates, the download arrives at the end but it doesn't finish correctly, it pauses and there is no way I can finish the process. Hence the game doesn't start anymore.
I have tried all the steps suggested in the troubleshooting page: restart computer, clear download, repair libray folder, verify the local files, uninstall and reinstall the game but nothing seems to work.

Can anyone suggest me a solution please?

Actually the only step I didn't try is reinstalling Steam coz since it works well I thought the problem wasn't there. I might try it at this point, thanks
