Wire in a two Story Building

Digital game. AI placed wire in a two story building. Nothing that I can in the find in the rules prohibiting this. However the wire than hindered movement of infantry on both levels of the the two story building (cost infantry 4MPs on both levels). Again really nothing in the rules about this (that I could find). Reported it to Tom but thought I would ask here. Is this correct?

It should only affect one level... if even allowed in a building....

I agree on both points. The rules, at least what I could find, don't mention either situation.
