HoMotherland OOB question

I'm playing Rattenkrieg and the Soviets have two 1-4-4-5/5 and three 1-4-4-5/4 units. What does the 5/5 and 5/4 mean? I can only find 1-4-4-5 counters so does that mean two are 5 morale and three units are only 4 morale and I have to remember that or mark them somehow?
