Passengers on vehicle

Based on the actual rules, I am making the following assumptions:

1) A leader, standing on a vehicle or not, could activate an adjacent squad that is passenger on another vehicle only to fire, because that does not activate said vehicle.
2) A squad on a vehicle could lay smoke

Am I right on both counts?
