Dawn's Early Light: NATO Botched Orders

On a roll of 5-6 on the NATO botched orders table it says, "NATO player immediately selects his AN". That sounds like a plus, not a negative, and I would have thought that "botched orders" would have a negative effect. Am I missing something?

I think it represents a commander could be especially impetuous or have great initiative.

That's not a bad interpretation, but it still feels strange. NATO has a 33% chance of having "Botched Orders" actually being a good thing. Thanks for your take on this.

It's a hidden advantage for the NATO player - only 66% of their botched orders punish them.
