Limit to the number of heroes?

Is the counter mix the limit to the number of heroes produced during a scenario? I placed surplus 101st Airborne heroes in this case where 82nd Airborne was center stage.

Yes only 2 heroes per force allowed at one time. So if ones dies you can create another.

I had quite a run of DC results of 1 in what turned out to be quite an important hex (the result of a Tactical Event Chit). The two-hero at a time limit would have been quite a help to the attacker.

I'll bet that not having to face a hoard of Heroes would make a big difference.
