If a melee last until the next turn, ie there are survivors from both sides still alive at the end of the turn, then in the next turn you can reinforce the melee before either side activates the melee hex.
I believe how the rules read (v4.1) you can actually reinforce a melee in the current turn, once the melee is resolved if both sides have surviving units if you have any units left with actions they could in theory ( and if possible) enter the hex in the current turn ready for the next turn round of melee...
The Captain is correct. You can reinforce after the initial melee roll in the same turn but no further melee combat will take place until the next turn.
