Can a unit move and then spot for another unit? F

For example, is the following use case possible:
- infantry Unit A moves a few hexes, spots an enemy unit for on-board atty Unit B by passing a Spotting Check, then infantry Unit A goes Ops Complete (because of the Move Action) and on-board atty Unit B fires at the enemy unit that infantry Unit A spotted.

OR

Does infantry Unit A only get to Spot from its current position on behalf of on-board atty Unit B?

It only gets to attempt to spot in its current position. There is no provision for spotting in the middle of a movement action: spotting checks only occur during an OnBoard Indirect Fire action, which would have been initiated by the indirect fire Unit B you indicated.
