Starter Kit, Scenario Booklet and National Unit Table

Hi everybody,
I'm playing the Starter Kit scenario on Vassal to try out the game and i already love it.

In the starter kit there's the US M106 SPM that is capable of Indirect Fire, but the National Unit Table is required to check which units can act as spotters.

Does the National Unit Table come with the printed Starter Kit?
Is it in the Scenario Booklet?

I don't have the starter kit, but looking at scenario 2, I can tell you that all the U.S. units are able to spot for onboard indirect fire. All but the HQ will need to pass a spotter check though.
