Target Acquisition And Miss

[14.3] States "When Ordnance...fires and fails to destroy its target, place a -1 Acquisition marker on it"
If a unit fails it's To Hit Roll (it misses) does a missed to hit cause Target Acquisition? Or is Target Acquisition only applied on Non Penetrating Hits [14.1.1]

If a unit fails it's To Hit Roll, that unit doesn't destroy its target. So Acquisition/Acquiring should be put on the map.
