Two Story Buildings and targeting

If I am shooting at a sniper in the second story of a building a few hexes distant with a main gun from a tank, and below the sniper (directly under, same hex) on the first floor is a friendly (to the tank) squad of men with a leader. Can I still target the sniper? thanks in advance and apologies if this has already been tackled. My guess is it doesn't as the two locations are two, distinct, separate "hexes" as it were.

Yes you can shoot the sniper. As you said it's a separate hex.
