Can any HQ or eligible units call in In direct fire from a unit even thou they are not in the same force the firing unit is with?

Only if the unit that will fire is a part of an Artillery Formation and adheres to module and scenario rules for same (See the Defense of Frankfurt expansion).

Otherwise, no. so for example if an M109 SPA is attached to a specific nato company only that company can use it for onboard indirect fire. Or, example 2, if a Soviet 2s1 self-propelled artillery is attached to a specific battalion, only that battalion can use it for onboard indirect fire.

Can you use another unit to spot for you?
Yes, check 14.3. The formations HQ, a recon unit, or a unit listed on the national unit table after passing a morale/training value check (on-board only for that last one)

But in case you mean formation rather than unit, then no, the spotter has to be from the same, active formation (other than artillery formation exception in my earlier post in this thread).
