Usually yes, but sometimes you may want to move some units, see if someone will OpFire at them (and expose themselves) and if not you may want to spot and then fire with the remaining of your units from the activated hex.
If i understand the spotting rules correctly i can use ANY valid unit to make one spotting attempt anytime during my impulse. I am not restricted to use for spotting one of the units in the activated hex, right?

Quick question: There are two SMCs in a hex. A third moving SMC can pass through them or not? (since the stacking limit is 2xSMC and enforced all the time i guess not).
On the other hand it seems very artificial if he can't since the hex is 50m.
