+1 TM give you the -2 for rally rolls in the rally phase?

Someone posted this question on the BGG forum for Heroes of the Falklands:
Does an open hill's possible +1 TM give you the -2 for rally rolls in the rally phase?
Any thoughts?

I think I would go with this if all possible fire would come from a lower level

I would be inclined to ASSUME (a very dangerous assumption by itself!!!)
that the Rally Bonus is made to be given to units which can take advantage of some sort of shelter.
I always ASSUMED the hill TM bonus not like a Terrain Advantage but a reprhesentation of the difficulty a downhill attacker can have shooting not at his level.
If you imagine to be on a slope with someone shooting from below, I don't believe you are able to hide somewhere. Is more like the shooter is engaged in a more difficult shot.
Just my rule interpretation.....

I can see the logic behind your rule interpretation. I was just going by the easiest ruling, using a very strict interpretation of the concept of positive TM

I guess it is the same as Walls: if all possible fire crosses it you get the TM. Else you don't...
