1. What is the price for Patton`s Charge? It does not list it in the store. It indicates 0.00$.

2. Will Command Ops 2 be supported as a non-steam game as well? I`m not interested in steam. If CO2 is headed in this direction exclusively I would like to know before I continue to invest.

I can answer 1): it has yet to be released, that's why.

2. From everything i've read the modules will always be available at Ln L and on steam both, I'll probably flip my installs to steam just for the auto patching and steam workshop for mods, maps, and user made scenarios.

Patton's Charge is still in development and not yet available for sale.
