ATGM HE equivilancy allowed in overruns?

I have looked but cannot find where ATGM HE equivilancy is not allowed in overruns. If this is not addressed in the rules, will it be in the future?

With the requirement of not being in motion, and some minimum range to arm, ATGM's should not be counted as a weapon for overrun.
