Can a anti tank support weapon be fired at a structure with units inside and cause damage to the units or collapse the building?

Yes, antitank weapons can be fired at units inside a building; that is what the HE equivalent is used for. Note that if said HE is *, then it cannot affect units other than vehicles. Buildings can never be collapsed by weapons, unless allowed by special scenario rules.
