Dawn's Early Light: Gunships

As I understand the rules, if a side draws a gunship asset, that side can add two gunships to its force. That would appear to mean that if a side draws two gunship assets, they will have four gunships available for every daylight impulse that day. If NATO gets this, the effect is devastating. Is that the intent?

Multiple gunship assets stack over time but don't give you four gunships in one day.
