If a machine gun has fired can it be moved with the non impulsed infantry unit that possesses the MG in a subsequent impulse or are both counters, machine gun and infantry, considered fired even though the infantry did not add to the firepower since they were out of range?

It's my understanding that support weapons (SWs - I assume you talk about that and not a weapon team (WT) with a MG) never fire on their own but are always fired by a units, such as a squad, half-squad, leader, crew etc. - see Rules 1.1 (bottom right of page 14) or 1.6.
This means that at least one eligible unit needs to marked "fired" when an SW is used - in your case, it was the SW that actually enabled the respective unit to fire at all by providing the means to fire at a target outside the range of this unit.
