HotG Set Up Question

In HotG's "Back to Basics" scenario, is the set-up choice for the Soviet 69th Airborne an Either/Or situation or a "Both" option? I've always played that they can set up EITHER in Building D19 OR within a hex of D15.

But I came across an AAR online from a gentleman who seems to really know the system well (and whose blog I've learned a lot from) and I noticed he set up some of the 69th in D19 and the others in the woods around D15.

You can setup in both or one or the other. You don't have to setup everything together.

Ah, ok - thanks very much. Would like to think that's why I can barely win this scenario when playing the Soviets, but am fairly certain my lousy tactics are the overriding factor.

It's a hard one to win as the Soviets if the US plays well.
