Max TM modifier

Just had a situation in the digital game where a unit in rough terrain (+3) in a fox hole (+1) at a higher elevation (+1) received fire. Should the terrain modifier been capped at 4? He received all 5. Is elevation considered a TM?

Elevation is a TM, so it should be capped at +4.
