Rule 8.2 states that any unit entering a hex marked with a Melee marker is considered reinforcing it, even though it’s possible no friendly units are left from the previous round of Melee.

But what are the ramifications of moving friendlies in if the Melee hex has only friendly units - victorious from a previous impulse in that same turn - under the marker? Can, for example, a friendly squad Assault Move into the hex with the Melee marker on it, and then subsequently assault fire out of it?

Or (more likely, is my guess) is the newly arriving friendly considered under the Melee marker withe its victorious squad mates due to the “turn-based time-continuum thing” cited in Rule 5.0, even though the concluded melee earlier that turn ended with just victorious friendlies in the hex?

No. Units under Melee markers
Cannot shoot outside the hex. Actually that can't do anything but Close Combat.

YES it is. You can do it to avoid your unit to be targeted for that turn (Melee hexes cannot be fired at), or to inhibit the arrive of opposite side reinforcements or....;)
