This never used to happen in CO1. You mess with the vic points in a scenario and scenmaker doesn't any longer seem to calculate the percentages for you, so you can end up with this kind of thing:
Over 1,500 points available!!! IN CO1, it used to treat whatever number you put in as a percentile ratio and recalculate the result as a percentage of 100.
