Snipers and Victory Conditions

Can a sniper be placed in a building to take control of it for victory conditions?

I'm thinking "no" but wasn't sure if my interpretation is correct.

No because Snipers are SMCs. Control (22.1) can only be attained by GO MMCs or Heroes.
