This manual needs a total re-write. aside from wrong references, it lacks a cogent definition of the game process. The basic activation process is undefined. The only reason I can move to play the game is watching videos, the manual falls way short.

The Alliance section is a complete cypher, poorly defined in the manual and even defies description in your demo video.
What are the numbers fo ron the map? section 6.2.1.3 is not readable. What is a Ring counter? ( note one of many incorrect references; 9.2.3 s/b 8.2.3). Who can go to war or be allied with who? Mercenaries in particular are confusing.

Posting a copy of the manual is not a response to the claims that it is inadequate. REV17 is the same as the prior sold REV13 save the added page telling you about the counter print error and providing some pictures to stick on the counters you printed. That is solvable, the lack of cogency ancd erroneous references in the manual are not. Check your section 6.0 Sequence of Play and note there is no instructions on the basic initial draw of the Action Chits. The whole section appears to be an afterthought whose insertion wound up invalidating subsequent cross-references in the manual. Another section is dire need of a re-write is all references to WAR and Alliance statuses between the aliens.
