I just installed the Command Ops 2 core on Windows Vista and when I try to run it I get an error message stating "This application has failed to start because d2d1.dll was not found."

Unfortunately, I see no apparent issues there with your DX report, but the issue seem to be system-related.
Might I ask you to try out the simple, stupid but sometimes helpful solutions like:
- make sure you've all the latest Windows 10 updates installed;
- update graphics driver to the latest version;
- and also run the SFC system check utility (see

If nothing of the aforementioned helps, we could then try some more detailed investigation.
