Firing at specific counters not a stack in a hex

If you can fire only at a specific counter in a hex and not at the whole stack of units in a hex, for an attack on hard targets why is the highest armor rating in the target hex subtracted from the AP power (8.1)? Should we not be subtracting the armor rating of the targeted counter? Also if we can only attack a specific counter in a hex, when the result is Disrupted, why does the defender get to choose which unit in the target hex is disrupted (8.2)? Should it not be the targeted counter that gets disrupted? Would appreciate a clarification on this.
