Desert Heat - Dust question

Module rules 10.8 Dust: 5th paragraph, last sentence: If the firing unit is stacked with a unit that is Ops Complete, it is not affected by the effects of Dust.
This makes no sense to me. It should not matter who the firing unit is stacked with....there is still dust!

Can anyone explain this?

Love the NaW series...my favorite platoon level game.

I figured out the answer. A unit firing out of dust is not penalized...only firing into dust is penalized. I was mistakenly reading this that a unit firing from a dust penalized hex was not penalized for firing into a dust penalized hex. My mistake.
