Immediate Impulse

What does immediate impulse mean in the context of activating an event. Specifically when it says, "immediate impulse. Place x troops on hex y". Do the new units come onto the map as activated or do they get to conduct their own impulse later on?

Immediate is immediate. New units act on their impulse in the middle of whatever action brought them into play.
