Improved positions are Modifiers to defensive terrain
9.1 Terrain
...
Additionally, game markers such as Wrecks, Improved Positions, Fire, Rubble, Burnt Out and Cleared markers can modify existing terrain on the map.
13.2 Resolving an Assault Note: In an Assault, there are no saved
hits, there are only hits. There is no reduction in hits for Armor values, Defensive Bonuses for terrain or concealment, etc.
Which makes sense , the lack of mobility and the fact that cover works both ways at close range , which would include fighting positions , drop a grenade bundle/satchel charge into an IP would increase its impact and damage to external equipment and tracks, more mobile AFVs can flank and often turret travel is limited.
Personally at a platoon scale I'm not sure vehicles should be able to occupy IPs in built up areas , it's not AFV territory and more often than not they would be passing through. Heavy armour could drive through buildings to improve cover but then would have a very restricted field of fire, these rules do not consider that.
From answers in various places on Assaults it is implied that defenders do receive Modifiers for occupying an Improved position.
Please can we have an official clarification on this. If as it seems they do apply in assaults the rules should be added under assault modifiers.
